Weigh deionized water in vessel large enough to provide adequate mixing. Water temperature should be 25-40°C. Sprinkle Carbopol Ultrez 21 into deionized water and allow to wet out. Gently mix for 10-20 minutes. Slowly add Fixate G-100 to vessel. Mix for approx. 5 minutes. Slowly add the Fixate PLUS to vessel. Mix for approx. 5 minutes. Slowly add ingredients 5 through 8 to vessel. Mix well after the addition of each ingredient. Neutralize to pH 6.8-7.2 using TEA. Scrape sides of the vessel to incorporate all ingredients, assuring homogeneity. Mix until uniform before packaging.
